of Individual Consultants

Intellectual Property Management Expert
Business Development Manager-Physical Science and Engineering

1.   The Republic of Croatia received funds through the World Bank for the Science and Technology Project (STP). Through the Project, the Ministry of Science, Education and Sports (MSES) has an ultimate objective to improve business infrastructural environment for science and technology. Within this framework, MSES has allocated a part of the funds for the Technology Transfer Office at University of Zagreb in order to improve production of patents and other types of protected intellectual property. For that purpose, it is necessary to engage the consultants for IP Management and for Business Development in Physical Science and Engineering.

2.   The MSES now invites eligible candidates to submit their expressions of interest, together with the curriculum vitae and references, in English language for the following positions with required qualifications:

  • Intellectual Property Management Expert - Diploma of 4-year law degree or equivalent Bologna Master, or higher; More than 5 years of relevant work experience related to IP protection and/or management; Experience of working in or working with Higher Education Institution in Croatia; Experience in working in or working with a national and/or international patent office; Expert knowledge of Croatian and international legislation related to IP protection; Knowledge of Commercial and Contract law in national and international context; Knowledge of the intellectual property issues and their role in technology and knowledge transfer; Lecturing, training and other teaching experiences required; Experience in drafting IP and/or technology transfer regulations for Higher Education Institutions in Croatia will be an asset; Experience in drafting contracts and other legal documents, and Excellent oral and written command of English and Croatian language.

  • Business Development Manager-Physical Science and Engineering - A degree in Physical Science or Engineering fields; a higher degree, such as PhD in respective technical field, or a Masters in Business would be an advantage; 3 years of relevant work experience gained in R&D in industrial setting or in  IP protection and commercialization; equivalent work experience in R&D in PRO/HEI setting is also acceptable; Experience of involvement in technology transfer and knowledge exchange between the university and commercial sector, or in commercialization of R&D results; Willingness to learn and gain skills in the area of technology transfer, managing collaboration with industry and supporting academic entrepreneurship; Understanding of higher education system in Croatia is an advantage and Excellent oral and written command of English and Croatian language.

3.   The consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated May 2004, based on 'Individual Consultant' method.

4.   Interested consultants may obtain further information regarding Terms of Reference at the Ministry's website, or unizg.hr or at the address below, Monday - Friday, from 9 A.M. to 4 P.M.

5.   Expressions of interest must be delivered to the address below latest by Friday, April 30, 2010, by 4 P.M.
