The criteria for awarding financial assistance to support the procurement of the foreign scientific journals are determined with regards to:
1. the object of financial assistance
2. beneficiaries and
3. procedures for awarding financial assistance.
Object of financial assistance
Financial assistance may be granted to:
- electronic journals
- printed journals
The Ministry of Science, Education and Sports grants financial assistance to the scientifically relevant journals listed by the Committee for Foreign Scientific Journals one year in advance, basing their choice on the interests of the beneficiaries, actual use of the journals and available budget funds.
Financial assistance supporting the procurement of foreign scientific journals may be granted to the public scientific organizations with established library and at least one library employee, which are registered in the Register of Scientific Organizations of the Ministry of Science, Education and Sports. The libraries mentioned in the Article 1 of this item (university, higher education and indipendent scientific libraries, along with the libriaries within scientific institutions) must be registered in the Register of Libraries of the Ministry of Science, Education and Sports.
Procedures for awarding financial assistance
Financial assistance supporting the procurement of foreign scientific journals is granted as a support to scientific activities of the scientific organizations pertaining to the higher education and science system.
The funds for supporting the procurement of foreign scientific journals will be allocated from the state budget of the Ministry of Science, Education and Sports.
When planning and distributing available funds, the priority will be given to the electronic journals for which scientific organizations and university libraries have taken out a group subscription sponsored by the Ministry of Science, Education and Sports and created through the Croatian Academic and Research Network CARNet. Each member of the Croatian academic community will be granted access to electronic journals.
Printed journals will be procured directly by scientific organisations and the priority will be given to the journals not available in electronic form. Such magazines will usually be procured in one copy and made available to potential academic community users by means of interlibrary borrowing. The scientific institution subscribed to a journal for the longest period of time will be given priority when awarding the financial assistance to support the procurement of printed journals.
After completing the printed journals procurement procedure, the scientific organizations interested in getting financial assistance will file an application to the Ministry of Science, Education and Sports.
The application for financial assistance to support the procurement of foreign scientific journal consists of the following:
- data on the scientific organisation and library
- list of the journals to be procured for the next year
- data evidencing the procurement procedure
- copy of the agreement
The application is accompanied by a list of the last year’s stored journals procured thanks to the financial assistance of the Ministry of Science, Education and Sports, as well as the list of the journals financed solely by scientific organizations and copies of the last year’s paid bills.
The application is submitted for the current year, while a written report on the amount of money spent is submitted after the end of the period for which the financial assistance has been granted and before submitting a new application at the latest. Only the applications submitted by the scientific organizations which have provided such a report will be taken into consideration.
The number of journals or the total amount to be granted to a scientific organization depends on the number of library users, full-time employed scientists, junior researchers, undergraduate and graduate students and its scientific production (approved projects).
The maximum amount granted to a scientific organization may not exceed 80% of the total amount required for the procurement of foreign scientific journals, since it should use at least 20 % of its funds to support the procurement of foreign scientific journals. Independent procurement does not include the scientific journals procured thanks to the support obtained from membership fees and those obtained by means of interlibrary exchange.
Minister of Science, Education and Sports decides on distribution of financial assistance to support the procurement of foreign scientific journals based on the plan for distribution of funds proposed by the Committee for Foreign Scientific Journals.
